This app displays Quran in Uthmanic font along with tafsir view at bottom separated by an adjustable divider. Tapping on any aya will bring the tafsir of that aya. Both Quran & tafsir views support retina quality scalable font with pinch/zoom gesture.

The free version has content of first Juz of Quran. Other features include recitation of Quran by different Qaris (required internet download) and Quran translations in many languages (tafsir is in Arabic only).

The best. One nice feature you can add which is (reading) mode. Where you can read page by page instead of moving your finger up the screen every time. The screen in reading mode should look exactly like normal Quran pages. I change pages like normal Quran or just by touching the page.
Another option is being able to change background colors (themes).

Useful, easily accessible tafsir anywhere any time.

As a non-native speaker I'd appreciate a feature which allowed for quick word translation. Perhaps a link to a dictionary.

Another suggestion is to give the app user ability to make the quran text a different color or font than the text of the tafir.
